I have an issue on downloading and need advice. I live in a house of 10 ppl all having laptops, and we are hitting our download limit each month early. I am trying to trace the person who is downloading like crazy each month & causing us to hit the cap. Is there a program-site-way of tracing based on IP addresses as to who downloaded the most???

i have a problem regarding windows XP. Im using windows XP SP-3 and antivirus avast 4.8. My problem is a hidden folder name “RECYCLER” is automatically created, and I can’t delete it. is it a virus or a system file. how can i remove it, if it is a virus.
